So let each one give as he purposes in his heart, not grudgingly or of necessity; for God loves a cheerful giver. And God is able to make all grace abound toward you, that you, always having all sufficiency in all things, may have an abundance for every good work.

The Bible teaches us to bring in our tithes and offerings to the Lord (Nehemiah 10; Malachi 3; Matthew 23:23); the former being our regular giving, and the latter, our one-off special gifts to sow into that which God particularly lays on our hearts as a congregation. The bible also teaches that as we give, which is an important part of our worship, we should give cheerfully and with purpose of heart.
